Fire and earth are stronger leaders in the sense of dominance of force. Direct and intentional/purposeful.
Air and water are more guiders, not direct but gradual nudging and slower to get you there. Gentler perhaps but also more confusing and less efficient productive purposeful etc. as leaders.
Fire and earth should for example be the central force that creates the plan, acts as the outline or boundaries and reinforces consequences. Air and water should be available for questions to give emotionally complex deep answers, to refine what is already known, following the fire and earth but then detailing, softening and again refining their statement/purpose/intention/message
